South Korea built out hydrogen refueling infrastructure well ahead of demand \u2014 and is now paying the price. By August 2026, the country had installed 493 hydrogen fueling modules, completing nearly three-quarters of its 2030 build-out target. Yet the vehicle fleet has barely materialized: only 49,220 hydrogen vehicles are registered nationwide, against a government target of 300,000 \u2014 a shortfall of roughly 84 percent.<\/p>\n
The financial consequences are concrete. During the first half of 2026, more than four in five commercial stations \u2014 208 of 258 \u2014 required public subsidies to cover operating losses. Some recently opened facilities have already closed, unable to stay solvent without a steady customer base.<\/p>\n
The lesson carries weight for European policymakers. The EU’s Alternative Fuels Infrastructure Regulation (AFIR) requires hydrogen refueling points every 200 kilometres along the TEN-T core transport network \u2014 a commitment that analysts estimate will need around 2.1 billion euros in investment. Hydrogen trucks, however, remain scarce on European roads in 2026, while freight operators are increasingly choosing battery-electric heavy vehicles backed by expanding charging networks. The cost of renewable hydrogen adds another layer of difficulty, making transport economics harder to justify at the very moment the fuel would align with climate targets.<\/p>\n
If stations are built ahead of confirmed demand from haulers, Europe risks replicating the subsidy cycle South Korea is struggling to exit.<\/p>\n
