A broad coalition of energy companies, NGOs and civil society groups has called on the European Commission and EU member states to stop reopening the bloc’s Renewable Energy Directive for revision. The appeal, issued ahead of the EU Energy Council meeting on 29 October, argues that four revisions in four years have outpaced member states’ ability to implement the rules already on the books.<\/p>\n
Signatories describe the directive as a European success story that underpinned large-scale clean-power deployment over recent decades. Their core concern is that a significant share of provisions added since 2023 remains untransposed in most member states, yet another round of changes is already in discussion as part of post-2030 energy architecture talks.<\/p>\n
The coalition warns that recurring regulatory shifts are eroding the predictability that banks and investors require to commit long-term capital. Clarity on targets, permitting procedures, grid access, auction frameworks and contracts for purchasing clean energy or heat is, they argue, a prerequisite for final investment decisions. “Not reopening the directive is the most reliable and timely path to regulatory stability \u2014 not changing rules is itself the best simplification,” the appeal states, as reported by CleanTechnica citing T&E analysis.<\/p>\n
Beyond delayed investment decisions, the coalition says repeated legislative interventions raise the cost of financing by embedding regulatory-risk premiums and pull national authorities away from on-the-ground implementation work.<\/p>\n
Rather than rewriting existing law, the coalition proposes that the Commission focus on enforcing full transposition across all member states. It recommends conditioning EU fund disbursements on directive compliance and providing technical assistance to speed up permitting and grid planning at the national level.<\/p>\n
