Developers have one year under the new rules to decide, and a solar or wind project may be switched to an energy storage project or an electricity consumption facility without requiring a new authorisation. Developers who delay or switch direction must post an additional bank guarantee, but the upfront performance bond owed to grid operators has been halved \u2014 dropping from 50 to 25 euros per kilowatt.<\/p>\n<p>The package, drafted by the energy ministry, also introduces several sector-specific simplifications:<\/p>\n<ul>\n<li>Permit requirements for energy community prosumer park installations rated at 100 kW or less are abolished as of 1 November 2026.<\/li>\n<li>Levies from renewable producers are redirected to nearby residents on a per-person basis by declared address, rather than per household.<\/li>\n<li>Large investors gain access to grid operator equipment stockpiles to speed up connection procedures.<\/li>\n<li>Rules for direct industrial power lines become more flexible.<\/li>\n<\/ul>\n<p>On the security front, companies operating power and gas grids are now obliged from 1 November to maintain stockpiles of critical hardware for restoring infrastructure after outages, equipment failures or deliberate physical attacks. New fines cover violations of Russian gas import restrictions and methane reduction obligations.
