On Monday, April 22, the Verkhovna Rada Committee on Energy, Housing and Utilities considered several draft laws related to the energy sector.<\/p>\n

The first of them is on amendments to the Law of Ukraine “On Oil and Gas” regarding the definition of critical gas storage facilities and critical gas transmission pipelines. The other three will contribute to the “green transformation” in Ukraine.<\/p>\n

Mandatory share of liquid biofuels in motor gasoline<\/h3>\n

The Draft Law No. 3356-d on Amendments to Certain Legislative Acts of Ukraine on the Mandatory Use of Liquid Biofuels (Biocomponents) in the Transport Sector:<\/p>\n

– Provides for the introduction of a mandatory share of liquid biofuels (biocomponents) in motor gasoline volumes of at least 5%, as well as the implementation of sustainability criteria for liquid biofuels (biocomponents) and biogas intended for use in the transport sector.<\/p>\n

21 committee members voted in favor. The draft law is recommended for the second reading.<\/p>\n

\u0410 register of biofuel installations<\/h3>\n

Draft Law No. 9597 on Amendments to the Law of Ukraine “On Alternative Fuels” to create a register of installations using biofuels as the only type of fuel.<\/p>\n

– The draft law provides for the creation of a register of facilities that use biofuels (including biogas and biomethane) in order to exempt them from paying carbon dioxide emissions tax.<\/p>\n

20 committee members voted in favor. The draft law is recommended for the first reading.<\/p>\n

Zero environmental tax for biofuel plants<\/h3>\n

Draft Law No. 9596 on establishing a zero hryvnia rate of environmental tax for carbon dioxide emissions for installations that produce such emissions as a result of biofuel combustion.<\/p>\n

– The draft law provides for the abolition of this tax for entities using biofuels.<\/p>\n

17 committee members voted in favor. The draft law is recommended for the first reading.<\/p>\n
