Kyiv hosted the 5th Energy Law Conference, organized by the Ukrainian Bar Association (UBA)<\/a>, bringing together leading stakeholders from across the energy sector \u2014 legal experts, investors, parliamentarians, government officials, and community leaders \u2014 for an open dialogue on the legal transformation of Ukraine’s energy system.<\/p>\n

A Central Conversation on the Future of the Market<\/span><\/figcaption><\/figure>\n

One of the conference highlights was an in-depth discussion between Vladyslav Sokolovskyi, Head of the Solar Energy Association of Ukraine<\/a>, and Andriy Gerus, Chair of the Parliamentary Committee on Energy, Housing and Utilities.<\/p>\n

\u201cOur market needs stability, distributed generation, and bold decisions on energy storage,\u201d \u2014 Andriy Gerus
\nThe speakers emphasized three key directions for Ukraine’s electricity market development:<\/p>\n

Distributed generation \u2014 Local initiatives at hospitals, administrative centers, and businesses are gaining traction, but require regulatory simplification and awareness-building.
\nRES without feed-in tariffs \u2014 New renewable energy projects, including wind farms, are now being implemented under market-based conditions.
\nEnergy Storage \u2014 Costs are decreasing, business cases are emerging, and market demand is growing.<\/p>\n

\u201cWe expect a rapid expansion of the energy storage sector in the near future,\u201d \u2014 Vladyslav Sokolovskyi<\/span><\/figcaption><\/figure>\n

The first conference session, moderated by Vladyslav Sokolovskyi (ASEU), focused on harmonizing Ukraine\u2019s legal and regulatory framework with that of the EU. Topics included:<\/p>\n

Draft Law No. 1287D and the transposition of RED II \/ RED III;
\nRepayment of debts to RES producers;
\nMarket coupling with the EU;
\nInstitutional reform and legal barriers;
\nLand legislation to support RES deployment.
\nSpeakers included representatives from the Ministry of Energy, Guaranteed Buyer, Market Operator, Ukrenergo, Energy Community, and leading law firms.<\/p>\n

During the third session, dedicated to energy investment opportunities, Andriy Konechenkov, Chair of the Ukrainian Wind Energy Association<\/a> and Global 100RE representative, emphasized the resilience of the wind sector:<\/p>\n

\u201cWind energy remains attractive even in wartime. In recent years, 258 MW of new capacity has been installed, and 300\u2013500 MW is expected in 2025.\u201d<\/p>\n

Pavlo Kozyrev, Chair of the <\/span>Association of Small Cities of Ukraine,<\/a> stressed the transformative potential of communities:<\/span><\/figcaption><\/figure>\n

Local governments can and must be agents of change;
\nThe \u201cSolutions Supermarket for Communities\u201d serves as a bridge between municipalities, business, and government;
\nCommunities already possess the tools to launch distributed energy projects.
