The total amount of arrears across different segments has reached tens of billions of hryvnias, creating a closed loop where companies owe each other, and resolution is only possible at the state level.<\/p>\n<h3 data-start=\"476\" data-end=\"502\">Scale of the Problem<\/h3>\n<ul data-start=\"503\" data-end=\"952\">\n<li data-start=\"503\" data-end=\"574\">\n<p data-start=\"505\" data-end=\"574\">Debt on the balancing market to NPC Ukrenergo \u2014 39 billion UAH.<\/p>\n<\/li>\n<li data-start=\"575\" data-end=\"708\">\n<p data-start=\"577\" data-end=\"708\">Ukrenergo\u2019s debt to market participants \u2014 16 billion UAH, with the largest creditors being Ukrhydroenergo and DTEK companies.<\/p>\n<\/li>\n<li data-start=\"709\" data-end=\"826\">\n<p data-start=\"711\" data-end=\"826\">Water utilities have accumulated over 12.5 billion UAH in debts for electricity, mostly in frontline regions.<\/p>\n<\/li>\n<li data-start=\"827\" data-end=\"952\">\n<p data-start=\"829\" data-end=\"952\">The total debt to renewable energy producers has decreased to 22 billion UAH, though it still remains a heavy burden.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"954\" data-end=\"986\">Position of the RES Sector<\/h3>\n<p data-start=\"987\" data-end=\"1337\">\ud83d\udcac <a href=\"https:\/\/www.facebook.com\/vladyslav.sokolovskyi.2025\">Vladyslav Sokolovskyi<\/a>, Chairman of the Board of the Solar Energy Association of Ukraine:<br data-start=\"1082\" data-end=\"1085\" \/>\u201cThe problem must be solved comprehensively: restructuring with a clear repayment schedule, transparent settlement mechanisms, and the involvement of international funds. It is especially important to address debts owed by critical infrastructure.\u201d<\/p>\n<p data-start=\"1339\" data-end=\"1579\">\ud83d\udcac <a href=\"https:\/\/www.facebook.com\/andriy.konechenkov\">Andriy Konechenkov<\/a>, Chairman of the Board of the Ukrainian Wind Energy Association:<br data-start=\"1429\" data-end=\"1432\" \/>\u201cThe debt to RES producers must be resolved in parallel with issues in the balancing market. Otherwise, the knot of debts cannot be untangled.\u201d<\/p>\n<h3 data-start=\"1581\" data-end=\"1608\">Positive Developments<\/h3>\n<ul data-start=\"1609\" data-end=\"2072\">\n<li data-start=\"1609\" data-end=\"1811\">\n<p data-start=\"1611\" data-end=\"1811\">Thanks to Law No. 4213-IX and an economically justified transmission tariff, the level of settlements with RES producers has improved: 99.2% in 2023, 89.2% in 2024, and over 90% already in 2025.<\/p>\n<\/li>\n<li data-start=\"1812\" data-end=\"1913\">\n<p data-start=\"1814\" data-end=\"1913\">Debt to \u201cgreen\u201d energy producers has been reduced from over 30 billion UAH to 22 billion UAH.<\/p>\n<\/li>\n<li data-start=\"1914\" data-end=\"2072\">\n<p data-start=\"1916\" data-end=\"2072\">Wind power generation has almost entirely left the \u201cGuaranteed Buyer\u201d balancing group and now operates under market conditions, increasing its resilience.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2074\" data-end=\"2092\">What\u2019s Next?<\/h3>\n<p data-start=\"2093\" data-end=\"2130\">Resolving the debt crisis requires:<\/p>\n<ul data-start=\"2131\" data-end=\"2351\">\n<li data-start=\"2131\" data-end=\"2218\">\n<p data-start=\"2133\" data-end=\"2218\">A roadmap from the Ministry of Energy with clear deadlines and funding sources.<\/p>\n<\/li>\n<li data-start=\"2219\" data-end=\"2279\">\n<p data-start=\"2221\" data-end=\"2279\">Comprehensive settlement across all market segments.<\/p>\n<\/li>\n<li data-start=\"2280\" data-end=\"2351\">\n<p data-start=\"2282\" data-end=\"2351\">Attracting international assistance and targeted special funds.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2353\" data-end=\"2772\">For <a href=\"https:\/\/www.facebook.com\/100REUA\">Global 100% RE Ukraine<\/a>, this discussion is an important signal: the renewable energy sector not only expects debt issues to be addressed but also proposes approaches for systemic development.
