Hundreds of hospitals have been damaged or destroyed, thousands of doctors work in basements and bomb shelters, and attacks on the energy infrastructure have made electricity as vital as oxygen for patients.<\/p>\n<p data-start=\"321\" data-end=\"591\">When the power goes out, operating lights stop, ventilators shut down, neonatal incubators fail, and oxygen systems go silent. Over the past three years, reliable electricity in Ukraine has ceased to be a \u201ctechnical issue\u201d and has become the number one medical priority.<\/p>\n<p data-start=\"593\" data-end=\"885\">Against this backdrop, a new energy policy for the healthcare sector is taking shape \u2014 decentralized, resilient, and focused on on-site generation. It is being built by dozens of partner organizations: Ukrainian foundations, international agencies, foreign governments, and private companies.<\/p>\n<h2 data-start=\"892\" data-end=\"967\"><\/h2>\n<h2 data-start=\"892\" data-end=\"967\">When Electricity Becomes a Medical Service: the Zakharivka Hospital Case<\/h2>\n<p data-start=\"969\" data-end=\"1108\">Odesa region has been among the hardest hit by massive attacks. Zakharivka Multidisciplinary Hospital has become a symbol of this struggle.<\/p>\n<p data-start=\"1110\" data-end=\"1277\">Surgeries were performed in shelters, surgeons worked under portable lamps, and anesthesiologists manually ventilated patients when equipment shut down during outages.<\/p>\n<p data-start=\"1279\" data-end=\"1430\">In 2025, the <strong data-start=\"1292\" data-end=\"1318\">Energy Act for Ukraine<\/strong> charitable foundation installed a hybrid solar power plant at the hospital (102 panels, BESS 122.5 kWh), which:<\/p>\n<ul data-start=\"1432\" data-end=\"1633\">\n<li data-start=\"1432\" data-end=\"1510\">\n<p data-start=\"1434\" data-end=\"1510\">provides <strong data-start=\"1443\" data-end=\"1485\">up to 10 hours of autonomous operation<\/strong> for the surgical unit,<\/p>\n<\/li>\n<li data-start=\"1511\" data-end=\"1585\">\n<p data-start=\"1513\" data-end=\"1585\">covers <strong data-start=\"1520\" data-end=\"1582\">up to 27% of the hospital\u2019s annual electricity consumption<\/strong>,<\/p>\n<\/li>\n<li data-start=\"1586\" data-end=\"1633\">\n<p data-start=\"1588\" data-end=\"1633\">saves the hospital <strong data-start=\"1607\" data-end=\"1632\">over \u20ac15,000 per year<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1635\" data-end=\"1698\">French surgeon Frank Lerman, who works at the hospital, says:<\/p>\n<blockquote data-start=\"1699\" data-end=\"1762\">\n<p data-start=\"1701\" data-end=\"1762\">\u201cStable electricity is the foundation of surgery during Power in Frontline Hospitals: Real Stories of Lives Saved<\/h2>\n<p data-start=\"1889\" data-end=\"2000\">Projects by <strong data-start=\"1901\" data-end=\"1927\">Energy Act for Ukraine<\/strong> have repeatedly proven their effectiveness in the most critical moments:<\/p>\n<p data-start=\"2002\" data-end=\"2160\"><strong data-start=\"2002\" data-end=\"2013\">Kharkiv<\/strong><br data-start=\"2013\" data-end=\"2016\" \/>Two months after the solar plant was launched, the hospital operated <strong data-start=\"2085\" data-end=\"2127\">for four hours entirely on solar power<\/strong> when the grid completely failed.<\/p>\n<p data-start=\"2162\" data-end=\"2318\"><strong data-start=\"2162\" data-end=\"2172\">Izmail<\/strong><br data-start=\"2172\" data-end=\"2175\" \/>During attacks in December 2025, the facility <strong data-start=\"2221\" data-end=\"2258\">ran out of fuel for its generator<\/strong>, and the solar plant became the only source of electricity.<\/p>\n<p data-start=\"2320\" data-end=\"2454\"><strong data-start=\"2320\" data-end=\"2332\">Mykolaiv<\/strong><br data-start=\"2332\" data-end=\"2335\" \/>A solar power system at a children\u2019s hospital made it possible to save funds and purchase <strong data-start=\"2425\" data-end=\"2453\">13 portable cardiographs<\/strong>.<\/p>\n<p data-start=\"2456\" data-end=\"2549\">These are not abstract numbers \u2014 these are saved surgeries, births, and intensive care units.<\/p>\n<h2 data-start=\"2556\" data-end=\"2616\"><\/h2>\n<h2 data-start=\"2556\" data-end=\"2616\">Ecoclub: Ukrainian Leadership in Building Solar Hospitals<\/h2>\n<p data-start=\"2618\" data-end=\"2786\">Alongside major international donors, the Ukrainian NGO <strong data-start=\"2674\" data-end=\"2685\">Ecoclub<\/strong> has become a key driver of the transition of hospitals and municipal facilities to renewable energy.<\/p>\n<h3 data-start=\"2788\" data-end=\"3043\">\n<p data-start=\"3016\" data-end=\"3043\">20 kW \u2014 first solar plant<\/p>\n<\/li>\n<li data-start=\"3044\" data-end=\"3093\">\n<p data-start=\"3046\" data-end=\"3093\">105.3 kW + 30.6 kWh BESS \u2014 second solar plant<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3095\" data-end=\"3194\">The hospital can now power intensive care and critical departments even during prolonged blackouts.<\/p>\n<p data-start=\"3196\" data-end=\"3351\"><strong data-start=\"3196\" data-end=\"3221\">Hospitals in Mykolaiv<\/strong><br data-start=\"3221\" data-end=\"3224\" \/>Solar installations Power Plant for Kharkiv City Hospital No. 8<\/h3>\n<p data-start=\"4247\" data-end=\"4336\">In March 2025, UNDP and the Norwegian government delivered a hybrid system that provides:<\/p>\n<ul data-start=\"4338\" data-end=\"4482\">\n<li data-start=\"4338\" data-end=\"4405\">\n<p data-start=\"4340\" data-end=\"4405\"><strong data-start=\"4340\" data-end=\"4377\">up to 3 hours of autonomous energy security.<\/p>\n<h3 data-start=\"4921\" data-end=\"4974\">Ray of Hope Solar Program (Energy Community + EU)<\/h3>\n<p data-start=\"4976\" data-end=\"5202\">The program installs solar plants in data-start=\"6963\" data-end=\"6978\">\n<p data-start=\"6965\" data-end=\"6978\">microgrids,<\/p>\n<\/li>\n<li data-start=\"6979\" data-end=\"6994\">\n<p data-start=\"6981\" data-end=\"6994\">heat pumps,<\/p>\n<\/li>\n<li data-start=\"6995\" data-end=\"7018\">\n<p data-start=\"6997\" data-end=\"7018\">modernized networks<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"7020\" data-end=\"7091\">are becoming the foundation of hospital operations in the 21st century.<\/p>\n<p data-start=\"7093\" data-end=\"7252\">Ukraine is showing the world that <strong data-start=\"7127\" data-end=\"7179\">critical infrastructure must have its own energy<\/strong>, and that healthcare can \u2014 and must \u2014 remain resilient under any attack.<\/p>\n<p data-start=\"7254\"
