In this context, public German statements about potential imports from Ukraine are more than a diplomatic phrase: they are a market signal.<\/p>\n<p data-start=\"7008\" data-end=\"7191\">Ukraine already has export precedents, but the ability to scale depends on certification, registry interoperability, and the removal of regulatory barriers between Ukraine and the EU.<\/p>\n<p data-start=\"7193\" data-end=\"7336\">Energy is increasingly a security issue.
