Energy service projects implemented by individual entrepreneur Natalia Sokur in the Smoline territorial community are among the best examples of green transformation in 2025.<\/strong> This is a case that shows how, through the energy service model, it is possible to modernize socially important facilities, achieve measurable energy savings, and at the same time improve comfort, energy efficiency, and the long-term resilience of public infrastructure. In October 2025, the Smoline Settlement Council publicly reported on the results of energy service in the community, emphasizing that following the tenders, two energy service contracts had been concluded \u2014 for the \u201cRomashka\u201d kindergarten and the medical and sanitary unit \u2014 and that this mechanism made it possible to modernize the facilities without any upfront expenditures from the community budget.<\/p>\n

About the project<\/h3>\n

The project covers the deep thermal modernization of four facilities in the Smoline community: Preschool Educational Institution No. 3 \u201cRomashka,\u201d the outpatient department of the Smoline medical and sanitary unit, the inpatient department of the Smoline medical and sanitary unit, and the catering unit of the Smoline medical and sanitary unit.<\/p>\n

Its foundation is the energy service model, under which the investor finances energy-efficiency measures, while the return on investment is generated from the savings achieved. This is exactly how the Smoline community described the logic of energy service in its public communication: the community did not spend money at the initial stage, while the contractor financed and implemented the modernization and recovered the investment through a share of the savings on energy resources.<\/p>\n

The value of this project lies in the fact that it combines several outcomes at once: reduced heat losses, lower energy consumption, reduced customer costs, and improved quality of the environment in social infrastructure facilities.<\/p>\n

Key project details<\/h3>\n

According to the project materials, a comprehensive set of energy-efficiency measures was implemented within the energy service framework. These included thermal modernization of buildings, installation of individual heating substations, balancing of heating systems, replacement of \u0430\u0432\u0430\u0440\u0456\u0439\u043d\u0438\u0445 \u0442\u0435\u043f\u043b\u043e\u043f\u0440\u043e\u0432\u043e\u0434\u0456\u0432 and heating appliances, insulation of roofs, fa\u00e7ades, technical crawl spaces, window and door openings, as well as elimination of structural freezing zones.<\/p>\n

The presentation also emphasizes that the project result is not limited to savings alone. Among the achieved effects are improved comfort within sanitary norms, reduced consumption of thermal and electrical energy in physical terms, lower CO\u2082 emissions, increased building energy efficiency, and an extended service life of the facilities.<\/p>\n

According to the provided materials, since the launch of the energy service mechanism at the Smoline community facilities, the following savings have been achieved:<\/p>\n

    for Preschool Educational Institution \u201cRomashka\u201d \u2014 809.26 Gcal<\/strong> and 11,556.00 kWh<\/strong>;<\/p>\n<\/li>\n

    for the outpatient department \u2014 495.62 Gcal<\/strong> and 23,168.00 kWh<\/strong>;<\/p>\n<\/li>\n

  • \n

    for the inpatient department \u2014 406.75 Gcal<\/strong> and 39,909.29 kWh<\/strong>;<\/p>\n<\/li>\n

  • \n

    for the catering unit \u2014 396.23 Gcal<\/strong> and 68,170.44 kWh<\/strong>.<\/p>\n<\/li>\n<\/ul>\n

    In total, this amounts to 2,107.86 Gcal of thermal energy<\/strong> and 142,803.73 kWh of electricity<\/strong>.<\/p>\n

    In monetary terms, according to the project materials, the total savings amounted to UAH 9,896,379.89<\/strong>, while the reduction in the customers\u2019 energy resource costs is estimated at approximately 50%<\/strong>.<\/p>\n

    The public communication by the Smoline community also emphasized that in this case, the energy service mechanism made it possible not only to reduce consumption, but also to achieve real modernization of community infrastructure through a long-term cooperation model with an investor.<\/p>\n

    Why this project matters<\/h3>\n

    This project is important because it demonstrates a practical model of green transformation not at the level of declarations, but at the level of specific buildings and specific measurable results. Its strength lies in its scalability. It is not a one-off modernization of a single facility, but a solution that can be replicated in other communities and at other social and medical facilities.<\/p>\n

    For Ukraine, this is particularly important in wartime conditions, when communities are forced to simultaneously seek ways to reduce costs, improve energy efficiency, and maintain proper conditions in kindergartens, hospitals, and other socially significant institutions.<\/p>\n

    That is why this case is not simply a story about insulation or reconstruction. It is an example of how energy service becomes a tool for the green transformation of communities, enables the attraction of private investment into energy efficiency, and creates a long-term effect for local infrastructure.<\/p>\n

    The selection was carried out by the Board of Global 100 RE Ukraine \u2014 representatives of \u043f\u0440\u043e\u0444\u0438\u043b\u044c\u043d\u0456 associations in the green energy sector, including the Ukrainian Association of Energy Service Companies.
