In the first reading, Parliament supported Draft Law No. 14271 on the implementation of provisions of the updated EU Renewable Energy Directive. The adoption of this document is part of Ukraine\u2019s strategic commitments within the Energy Community. The draft law lays the legal foundation for the large-scale decentralization of the energy system and the acceleration of the green transition.<\/p>\n<p data-start=\"647\" data-end=\"690\"><strong data-start=\"647\" data-end=\"690\">Key innovations of Draft Law No. 14271:<\/strong><\/p>\n<p data-start=\"692\" data-end=\"1033\"><strong data-start=\"692\" data-end=\"715\">Energy communities.<\/strong> The draft law introduces a legal framework for the establishment of renewable energy communities. This will enable municipalities, homeowners\u2019 associations and small enterprises to unite for the joint production, consumption and distribution of energy, turning consumers into active participants in the energy market.<\/p>\n<p data-start=\"1035\" data-end=\"1285\"><strong data-start=\"1035\" data-end=\"1088\">Special zones for renewable energy \u2014 Go-to Areas.<\/strong> The document provides for the creation of territories with accelerated and simplified permitting procedures for the construction of generation facilities and battery energy storage systems (BESS).<\/p>\n<p data-start=\"1287\" data-end=\"1539\"><strong data-start=\"1287\" data-end=\"1340\">Guarantees of origin and sustainability criteria.<\/strong> The draft law introduces European sustainability requirements for biofuels and liquid fuels from biomass, which is critically important for integrating Ukraine\u2019s bioenergy sector into the EU market.<\/p>\n<p data-start=\"1541\" data-end=\"1755\"><strong data-start=\"1541\" data-end=\"1577\">Statistical transfer mechanisms.<\/strong> Ukraine will gain the opportunity to implement joint projects with EU Member States, opening new channels for attracting international investment into domestic green generation.<\/p>\n<p data-start=\"1757\" data-end=\"1931\"><strong data-start=\"1757\" data-end=\"1785\">Accelerating investment.<\/strong> The introduction of a \u201cone-stop-shop\u201d principle for permitting procedures will significantly reduce bureaucratic barriers for project developers.<\/p>\n<p data-start=\"1933\" data-end=\"2278\">The Public Union <strong data-start=\"1950\" data-end=\"1975\">Global 100 RE Ukraine<\/strong> welcomes the decision of the Parliament and considers Draft Law No. 14271 a fundamental instrument for implementing the <strong data-start=\"2096\" data-end=\"2118\">Build Back Greener<\/strong> strategy. The implementation of these provisions will help create a resilient energy system in which every community can become an energy-independent \u201cisland\u201d.<\/p>\n<p data-start=\"2280\" data-end=\"2581\">We hope that the draft law will be considered in the second reading and finally adopted as soon as possible.
