A webinar dedicated to the discussion of priority energy interventions for the city of Zhytomyr was held within the framework of the ANEW-LIFE<\/strong> project. The event brought together representatives of Zhytomyr City Council, municipal enterprises, the healthcare sector, Ukrainian and European project partners for a professional discussion on the technical, financial, legal and organisational aspects of implementing future solutions.<\/p>\n

The ANEW-LIFE project aims to support Ukrainian cities in their transition towards a sustainable, secure and decarbonised energy system. Its key objective is to help municipalities not only identify promising energy projects, but also prepare them for practical implementation through feasibility studies, analysis of financing mechanisms, assessment of technical suitability of sites and development of further implementation roadmaps.<\/p>\n

During the webinar, the current progress of work with Zhytomyr as one of the project\u2019s pilot cities was presented. The discussion focused on two priority energy interventions: a solar power plant with an energy storage system for Zhytomyrvodokanal municipal utility<\/strong> and a rooftop solar power plant for Hospital No. 1 of Zhytomyr City Council<\/strong>. Both projects are important for the city\u2019s infrastructure, as they relate to facilities whose uninterrupted operation is essential for providing basic services to the community.<\/p>\n

\n

From concept to feasibility study<\/h2>\n

As noted during the event, the selection of potential municipal energy projects in Zhytomyr began during the earlier stages of ANEW-LIFE implementation. Together with the municipality, a list of ten potential interventions that could be implemented in the city was developed. These projects were then analysed according to several criteria: technical relevance, implementation complexity, expected energy effect, availability of necessary data, potential financing mechanisms and the importance of the facility for municipal infrastructure.<\/p>\n

As a result of this assessment, two areas were selected that have strong potential for practical implementation and align with the community\u2019s strategic goals in energy efficiency, renewable energy and strengthening energy security.<\/p>\n

The first project concerns the wastewater treatment facilities of Zhytomyrvodokanal, where the possibility of installing a ground-mounted solar power plant combined with an energy storage system is being considered. This approach would not only reduce electricity costs, but also increase the resilience of critical infrastructure during power outages or emergency situations.<\/p>\n

The second project involves the installation of a rooftop solar power plant with an estimated capacity of around 100 kW on one of the buildings of Hospital No. 1 of Zhytomyr City Council. For the medical facility, this could reduce operating costs, increase energy autonomy and strengthen the continuity of medical services.<\/p>\n

Energy resilience for the water utility<\/h2>\n

Special attention during the webinar was given to the project for Zhytomyrvodokanal. The utility is a critical municipal infrastructure facility with stable and significant electricity consumption. Therefore, the use of solar generation combined with energy storage can have a systemic impact.<\/p>\n

According to preliminary data, a land plot of approximately 1\u20131.5 hectares of industrial land has already been identified for the project. The site has flat terrain, no significant shading, access to electrical infrastructure and potential for further development within the feasibility study.<\/p>\n

Representatives of the water utility emphasised that the company already has experience operating solar power plants with a total capacity of 2.3 MW. This experience confirms the economic effect of own generation, especially during sunny periods. At the same time, for critical infrastructure facilities, the combination of solar power plants with energy storage systems is particularly important. Such systems can provide power to electrical installations during blackouts or unforeseen emergencies, as well as create additional opportunities to optimise electricity procurement, including charging storage systems during periods of lower prices and using the energy during peak load periods.<\/p>\n

That is why the project for the water utility is viewed not only as an investment in energy efficiency, but also as a tool to improve the reliability of water supply and wastewater services for the community.<\/p>\n

Solar energy for healthcare infrastructure<\/h2>\n

The second priority area is a rooftop solar power plant for Hospital No. 1 of Zhytomyr City Council. Healthcare infrastructure is especially sensitive to interruptions in electricity supply, so any solutions that increase its energy resilience have direct social importance.<\/p>\n

During the event, it was noted that the roof of the facility had been preliminarily assessed as technically suitable for solar installation. The available roof area is approximately 2,685 m\u00b2, with no significant shading, and the facility has technical rooms and electrical infrastructure for further project development.<\/p>\n

The hospital already has positive experience using solar energy. According to representatives of the institution, a 38 kW solar power plant had previously been installed on one of the buildings with the support of benefactors and the NGO Ecoclub. The station is operational, and the institution is satisfied with its results. At the same time, the hospital is interested in further expanding such solutions and strengthening its own energy independence.<\/p>\n

This experience is important for the next stage of work, as it allows the project team to take into account practical lessons from previous implementation, including design, technical solutions, grid connection and further equipment operation.<\/p>\n

Financing mechanisms: PPA, ESCO, grants and blended finance<\/h2>\n

One of the central topics of the webinar was the possible financing models for the selected energy interventions. The ANEW-LIFE project does not provide automatic financing for all solutions, but helps municipalities prepare a strong basis for attracting funds through technical documentation, financial models and a clear implementation logic.<\/p>\n

For the Zhytomyrvodokanal project, one of the potential mechanisms under consideration is the PPA model<\/strong> \u2014 a long-term agreement for the purchase of electricity from the installed solar power plant. Blended finance instruments, a combination of grant resources, concessional financing and private capital are also possible.<\/p>\n

At the same time, participants stressed that the PPA model for municipal enterprises in Ukraine requires additional legal and regulatory analysis. Key issues include procurement procedures, determining the price under a long-term contract, linking it to market indicators, risks related to electricity price fluctuations and the possibility of concluding an agreement for a specific facility of the enterprise.<\/p>\n

For Hospital No. 1, potential models include grant financing, the ESCO mechanism, EPC models, municipal co-financing and other resilience-oriented instruments. However, the final choice of financing model will depend on updated technical parameters, the consumption profile and the economic effect.<\/p>\n

The webinar also emphasised that investment models for municipal enterprises and institutions require a careful analysis of conditions. It is important not only to attract funding, but also to ensure that the selected model is economically justified, transparent, legally sound and beneficial for the community in the long term.<\/p>\n

Legal, environmental and organisational aspects<\/h2>\n

In addition to technical and financial issues, participants discussed several practical details that need to be taken into account at the next stages. These included permitting procedures, environmental requirements and the possible need for an environmental impact assessment or other supporting documents, depending on the capacity and characteristics of each specific project.<\/p>\n

For the project on the territory of the water utility, it will also be important to clarify issues related to the land plot, the presence or absence of green spaces, potential costs for site preparation and other factors that may affect the project budget.<\/p>\n

A separate emphasis was placed on the importance of effective coordination between all parties: the city council, municipal enterprises, medical institutions, technical experts, financial consultants and consortium partners. For the next stage of work, it will be important for the facility representatives to appoint responsible persons who can promptly provide data, validate information and participate in refining technical solutions.<\/p>\n

Next steps<\/h2>\n

Following the webinar, the project team will continue working on data detailing, verification of technical assumptions, analysis of energy consumption profiles and preparation of feasibility studies for the selected interventions.<\/p>\n

The expected result of the next stage is a transition from a general idea to a technical concept that can be reasonably presented to potential partners, donors, investors or financial institutions. The analysis of financing mechanisms will also continue, including PPA, ESCO, grant and blended financing models.<\/p>\n

Importantly, these projects are considered not only as local solutions for Zhytomyr. If successfully prepared and implemented, they can become examples for other Ukrainian municipalities seeking ways to improve the energy resilience of water utilities, hospitals and other critical infrastructure.<\/p>\n

ANEW-LIFE creates an important framework for this: a combination of technical expertise, financial analysis, municipal experience and international partnership. For Zhytomyr, participation in the project is an opportunity to systematically prepare energy solutions that can reduce costs, strengthen the security of basic services and make municipal infrastructure more resilient to today\u2019s challenges.<\/p>\n","protected":false},"excerpt":{"rendered":"
