Ukraine’s national energy regulator has overhauled the rules governing connections to the electricity grid, with the updated framework taking effect on 1 September 2026. The revision is designed to make grid access more flexible and to expand opportunities for decentralised power generation at a time when the country’s energy infrastructure continues to recover from sustained damage caused by the war.<\/p>\n
Among the most significant changes is a shift to flexible connection terms that reflect the actual available transmission capacity at individual network nodes, rather than applying blanket limits. Permitted capacity will now be split into two distinct components \u2014 one covering power drawn from the grid and another covering energy fed back into it. The new rules also allow different types of electrical installations, including generation assets owned by storage operators, to share a single grid connection point. A revised payment formula accounts for simultaneous orders covering both offtake and feed-in capacity.<\/p>\n
Energy storage systems receive dedicated attention in the new framework. A transition period running until 1 January 2027 lets projects already under construction apply the previous payment methodology, calculated at average rates, provided the facilities are commissioned before that deadline. The simplified connection procedure for generation projects more broadly has been extended to 1 October 2027.<\/p>\n
The regulator’s stated aim is to give investors the certainty they need to build out resilient energy infrastructure closer to end consumers, while equipping grid operators with better tools to balance a system that has been significantly stressed by wartime conditions.<\/p>\n
