Two pieces of California legislation could cut up to $1,000 from the cost of installing residential heat pumps, solar panels, or battery storage \u2014 but only if Governor Gavin Newsom signs both bills before September 30.<\/p>\n
The timing is pointed. Congress and the Trump administration repealed federal tax credits for home clean energy equipment last year, stripping away a major financial incentive while energy prices remain elevated. State-level permitting bureaucracy has made the situation worse. Research from urban policy group SPUR found that some local governments require three separate permits just to replace a water heater, adding roughly $400 to a project before a single panel or pump is installed.<\/p>\n
SB 222 \u2014 the Heat Pump Access Act \u2014 would impose uniform permitting rules across more than 600 California jurisdictions. Cities with populations of at least 5,000 would be required to offer expedited permit processing by July 2028. Fee caps would limit charges to $150 for water heater replacements and $200 for heat pump installations, with exemptions available where higher administrative costs can be documented. The bill would also prohibit homeowners’ associations from blocking such installations outright.<\/p>\n
AB 1738 targets inspection delays. In-person walkthroughs currently cost contractors hours of idle time, adding between $600 and $1,000 per project. The bill would compel larger cities to offer remote video inspections by January 2028. SPUR estimates the change could save California residents more than $500 million over three years.<\/p>\n
The stakes extend beyond the state’s borders. Six states have already adopted frameworks modeled on California’s 2022 solar permitting law. As Permit Power founder Nick Josefowitz put it, once a leading state moves first, it “unleashes a flood of interest” elsewhere.<\/p>\n
