Flexible connection agreements have emerged as both a lifeline and a liability for battery energy storage developers in Germany. Distribution network operators are increasingly granting grid access to BESS projects under such contracts \u2014 but at a cost: restrictions on participation in ancillary services markets that meaningfully cut into project revenues.<\/p>\n
At the Energy Storage Summit Germany, industry participants acknowledged that accepting these compromise arrangements has become unavoidable. Georg Gallmetzger, CEO of Eco Stor, framed the core dilemma in commercial terms: the Bollingstedt project moved forward under a flexible contract that reduced expected revenues by 20 percent, yet the trade-off secured faster permitting and demonstrated bankability to investors. “We brought long-term stability into the contract, and it is still attractive enough for the investor,” he said.<\/p>\n
The dynamic has created friction between developers and grid operators. Some storage companies argue that flexible contracts are being used to limit storage access rather than enable it. A representative from transmission system operator 50Hertz pushed back on that framing, stating that artificially degrading project economics is counterproductive \u2014 frequency balancing services require as many batteries on the grid as possible.<\/p>\n
The German experience points to a structural problem that will not resolve quickly. Flexible connection agreements are likely to remain the industry norm until distribution network operators complete the digitalization needed to manage storage assets more precisely. Until then, developers face a pragmatic choice: accept reduced revenue certainty in exchange for a faster path to market, or wait for contract conditions that may take years to materialize.<\/p>\n
