Federal incentives designed to grow American solar manufacturing may inadvertently treat finishing operations on par with fully domestic production, according to a technology executive in the industry.<\/p>\n
Sekhar Tatineni, vice president of technology at ES Foundry, made the argument in an op-ed published by PV Magazine USA. The concern centers on a technical distinction that policy frameworks often overlook: the difference between two types of imported wafers that share a name but represent very different stages of manufacturing.<\/p>\n
So-called grey wafers are raw semiconductor material. Converting them into a solar cell requires forming a P\/N junction \u2014 a complex step carried out under high temperatures or through deposition of doped semiconductor layers, depending on the cell architecture. Blue wafers, by contrast, arrive from abroad with the junction already formed and the core photovoltaic structure in place, though they may still need metallization and other finishing work.<\/p>\n
When the critical junction is formed overseas and only downstream finishing takes place in the United States, Tatineni warns that a domestic facility could claim the same incentives as one running a complete manufacturing cycle. The ambiguity is compounded by the fact that both materials are routinely called “wafers,” a term that obscures the gap in technical transformation between them.<\/p>\n
The regulatory landscape adds another layer of complexity. Customs rules, tax programs, and anti-dumping provisions each define a solar cell’s country of origin on separate terms, and a classification under one regime does not automatically apply under another.<\/p>\n
Without incentive definitions tied to the full sequence of production steps, Tatineni argues, US policy may end up subsidizing assembly at the same rate as genuine domestic manufacturing.<\/p>\n
