Governor Gavin Newsom has until September 30 to sign two bills that could substantially lower the cost of installing heat pumps, rooftop solar panels, and home batteries across California. If enacted, the legislation would streamline a permitting landscape that analysts say routinely adds hundreds \u2014 sometimes more than $1,000 \u2014 to household clean-energy projects.<\/p>\n
The timing is pointed. Last year, Donald Trump and Congress repealed federal tax credits covering home solar, storage, and heat pumps, leaving state-level policy as the primary lever for affordability. California’s own research group SPUR found that installing a water heater can require three separate permits in some jurisdictions, tacking on roughly $400 in administrative costs alone.<\/p>\n
Senate Bill 222, the Heat Pump Access Act, would standardize rules across approximately 600 California jurisdictions. Cities with more than 5,000 residents and counties exceeding 150,000 would be required to offer expedited permitting by July 1, 2028. Fees would be capped at $150 for water heaters and $200 for heat pumps, with limited exceptions for localities with verifiably higher overhead. Homeowners’ associations could no longer block installations outright.<\/p>\n
Assembly Bill 1738 takes aim at inspection delays. Cities over 50,000 residents and counties from 150,000 would need to offer remote video inspections by January 1, 2028, though in-person visits could still be required where necessary. Traditional inspections force contractors to wait for hours, an inefficiency that SPUR estimates adds $600 to $1,000 per project. Taken together, the remote-inspection provisions could save Californians more than $500 million over three years, according to the same analysis.<\/p>\n
The state has shaped national policy before: after California passed a residential solar permitting law in 2022, six other states followed with similar measures. As Permit Power founder Nick Josefowitz put it, “once someone goes first \u2014 it unlocks a stream of interest.”<\/p>\n
