More than 65,000 Massachusetts households with heat pumps will pay less for electricity starting November 1, after state regulators approved rate proposals from National Grid and Unitil. The new measures reduce transmission charges on top of existing distribution discounts, pushing rates below last year’s already-reduced levels.<\/p>\n
A household consuming 600 kilowatt-hours of electricity per month can expect to save roughly $16 to $21 during winter, according to the approved filings.<\/p>\n
The structure rests on a cost argument advanced by tariff advocates: winter electricity demand typically falls below summer peaks, leaving spare capacity in the grid. Because heat pumps do not currently require additional network investment during the cold season, proponents contend that lower winter rates reflect real system costs rather than a cross-subsidy.<\/p>\n
Elizabeth Mahoney, the state’s Commissioner of Energy Resources, described the shift in terms of consumption timing: “It’s about making the most of when and how we consume electricity.” She noted that more than 140,000 customers had previously operated heat pumps under an older tariff structure.<\/p>\n
Last winter, heat-pump households collectively saved $37 million under existing discount programs. Analysts at Switchbox estimate the expanded rules will produce approximately $9.8 million in additional savings this season.<\/p>\n
Massachusetts is the only U.S. state that requires large utilities to offer dedicated heat-pump tariffs. The seasonal-cost logic behind those discounts, however, depends on summer remaining the peak demand period; grid operator ISO New England projects that the region will transition to a winter peak within the next decade.<\/p>\n
