Clear and predictable rules for municipalities and businesses remain one of the key issues.<\/p>\n<p data-path-to-node=\"3\">The discussion specifically addresses tariff policy: uncertainty in this area complicates the attraction of private capital and the development of facilities operating on alternative fuels.<\/p>\n<p data-path-to-node=\"4\">The potential for a faster transition exists.
