Ukraine’s First Wind Auction Awards 700 MW at Sharply Competitive Prices
Ukraine closed its first pilot wind energy auction on September 30, 2026, distributing 700 MW of support quota through the Prozorro.Prodazhi platform — a milestone that capped years of effort to establish a functioning renewable-energy tender system.
Nine companies submitted applications totaling more than 1.2 GW against the 700 MW on offer, leaving the auction 1.74 times oversubscribed. With an 8 euro-cent starting cap in place, bidders offered prices between 2.98 and 7.59 euro cents per kilowatt-hour. The full quota was allocated at a weighted average of roughly 5.93 euro cents — a result that reflects genuine market pressure to win capacity.
The competitive outcome was enabled by a structural shift in support policy: moving from contracts for difference to a feed-in premium model freed the government to expand the total annual support quota to 1,000 MW, with the bulk of that volume directed to wind energy.
According to the Ukrainian Wind Energy Association, Naftogaz VES is expected to receive the largest award — 300 MW of capacity. Mosty Odesa 1 and Prime Storage System submitted applications for 162 MW and 80 MW respectively and are also among the expected winners, alongside Energy RTB 9, Artsyzka VES, Kiliiska VES, and Ovids Nors.
The association urged developers to keep building despite the challenges of wartime, describing the auction as a concrete step toward a secure, energy-independent Ukraine.
