Ukraine Trims Full Green-Tariff Window for Home Solar Sellers
Ukraine’s energy regulator has narrowed the hours during which households can sell surplus rooftop solar power at the full feed-in tariff, introducing a seasonal time-of-use framework that takes effect under updated retail market rules.
The National Energy and Utilities Regulatory Commission introduced the changes without cutting the green tariff rate itself. Instead, it altered the billing mechanism for electricity fed back into the grid, shifting to a “lower of two” principle: prosumers now receive whichever is smaller — the green tariff or the prevailing day-ahead market price — for energy delivered outside approved windows or above permitted hourly output.
The approved windows vary by season:
- April through October: full tariff applies between 04:00 and 23:00.
- November through March: the window shortens to 06:00–21:00.
Kilowatt-hours sent to the grid outside those periods — or in excess of the allowed hourly capacity — are compensated at whichever rate is lower at that hour.
Two notable carve-outs soften the impact. Households that discharge home battery storage are exempt from the time restrictions entirely, giving an advantage to prosumers who pair panels with batteries. Additionally, a household must occupy the building and consume at least 10 kWh per month on-site to be eligible to sell power at all.
The practical effect is to make self-consumption and residential storage more financially attractive than exporting all generation. The amendments have already been partially incorporated into Ukraine’s Retail Electricity Market Rules.
