DTEK’s 650 MW Poltava Wind Farm Earns EU Cross-Border Renewable Status

A 650-megawatt wind project in Ukraine’s Poltava region has secured cross-border renewable energy status from the European Commission, qualifying it for EU funding. The facility, named WIND and developed by Ukrainian energy company DTEK, is projected to produce 2 terawatt-hours of electricity per year, with output destined in part for export to Romania.

The CB RES designation was awarded in the programme’s fifth competitive round, alongside DEPLoy — a German-Polish hybrid power scheme — and ZEGA-LINNK, an Austrian-German district-heating decarbonisation initiative. The CB RES programme has run since 2022 and now counts 15 projects across its portfolio.

DTEK, which already holds renewable assets in Romania, put the Poltava wind farm’s required investment at €1.2 billion earlier this year. Ground-breaking is targeted for late October 2026; all construction work is due to wrap up in December 2028, and the plant is pencilled in for commissioning at the start of January 2029.

European Commission documents flag the possibility of a future 500 MW expansion at the same site, which the Commission estimates would contribute an additional 1.6 TWh of annual generation to the grid.
