Rezolv Energy Closes €561 Million Financing for 1.3 GW Romanian Solar Plant
Rezolv Energy has secured €561 million from 14 lenders to fund construction of Dama Solar, a 1.3 GW solar project in Romania’s Arad county that the company says would be the largest ground-mounted renewable energy development in the European Union.
Spread across more than 1,000 hectares, the plant is scheduled to reach commercial operation in the second half of 2028. Its projected annual output of approximately 1.8 TWh would, according to Ember data, equal roughly 36% of Romania’s entire solar generation recorded in 2025.
Revenue from 520 MW of capacity is already underpinned by two 15-year contracts for difference secured at a Romanian auction. Rezolv Energy plans to sell the remaining output through open-market trading and corporate power purchase agreements with commercial buyers.
The €561 million credit package is structured as a green loan. The European Investment Bank, which is contributing €100 million under the InvestEU program guarantee, puts the project’s total investment at €728 million. Moody’s assigned the financing its highest sustainability score, SQS1, and the transaction represents the largest deal in Rezolv Energy’s history.
At peak construction the project is expected to create around 1,500 jobs and, once operational, supply clean electricity to more than 280,000 households. An 82-hectare nature reserve is also planned on degraded land adjacent to the solar site.
