A Municipal Energy Plan is not just a document “for the sake of it.” It is a roadmap that helps the community determine which energy projects to implement first, where to direct its own funds, and where to attract loans or grant financing.

As Nataliia Kholodova, program manager at the NGO “Ecotclub,” explains, one of the reasons for the lack of such plans is a shortage of expertise and human resources, especially in smaller communities where one person often handles the entire energy sector.

Without systematic planning, it is harder to move from isolated energy initiatives to a consistent green transformation for the community.
