Energinet Floats Curtailment-for-Connection Agreements to Speed Grid Access

Denmark’s transmission system operator Energinet has opened a consultation on two proposed grid connection models that would exempt generators from connection charges in exchange for accepting curtailment when network capacity runs tight.

The proposals are designed separately for plants connecting to the transmission and distribution networks. Under either model, a generator agrees to have its output reduced on operator instruction during congestion periods and, in return, is released from the fee normally charged for full line access. Facilities capable of responding quickly to curtailment signals could also receive priority consideration in the connection queue, reducing waiting times compared with the standard process.

The schemes are aimed at assets suited to flexible operation: battery energy storage systems, wind farms and solar parks. Kia Marie Jerihau, Energinet’s vice-president for business and markets, said the tools are intended to accelerate grid connections for projects prepared to operate within network constraints. Energinet is also developing three additional limited-access products, with the goal of offering the energy market a wider set of flexible connection arrangements.

The proposals come after the Danish government approved an emergency grid connection plan in October. Under that plan, network companies may set priorities for connecting new generating units rather than following an automatic first-come, first-served order.

The public consultation runs until 13 November. Energinet will also hold an open webinar for market participants on 6 November.
