Ukraine Opens Subsidized Loans for Home Solar and Backup Power

Ukraine has introduced a state-backed lending program that lets homeowners finance autonomous energy equipment while the government absorbs part of the cost.

Launched through the єОпора platform under the “Energy Independence of Individuals” program, the scheme provides bank loans of up to 480,000 hryvnias repayable over as long as ten years. The instrument is credit — not a handout — so borrowers repay the principal, but the state reduces the burden in two ways: by covering interest costs during the first three years and by cancelling a share of the principal depending on the equipment chosen.

Borrowers pay zero interest in year one, five percent in year two, and seven percent in year three. The government’s principal relief varies by package:

  • a conventional generator: the state pays 20% of the equipment cost;
  • a hybrid solar system with inverter and batteries: the state covers 25%;
  • a combined maximum solar station and generator package: 30% of the loan principal is written off.

Eligibility requires Ukrainian citizenship or legal residency, verified income, and a solid credit history. The property must be a private home of no more than 300 square metres with a single residential utility account. Equipment may only serve the household’s own consumption — selling electricity to the grid under the green tariff is not permitted.

Six banks are already accepting applications: PrivatBank, Oschadbank, Ukrgazbank, Sense Bank, Globus, and Poltava-bank.
