National Focus: Energy Efficiency as a Strategy for Survival and Development

Ukraine enters 2025 with a clear understanding that energy efficiency is not merely a technical upgrade but the foundation of the country’s energy security and economic recovery. These issues were central to the media event that launched the National Project “Energy Efficiency Week 2025.”

The event was organized by the Public Union “Business for Partnership,”
with the Ministry for Communities and Territories Development of Ukraine as the strategic partner.
Additional partners included: the State Agency on Energy Efficiency and Energy Saving (SAEE), the Association of Ukrainian Cities, the Ukraine Decarbonization Fund, SDIA, the Association “Energy Efficient Cities of Ukraine,” VNTU, NUBiP, the Coalition “Energy Transition,” Vodafone Ukraine, and other leading organizations.

This is the third year in which the Energy Managers Forum brings together government officials, experts, and municipalities to jointly shape the nation’s energy efficiency policy.

Buildings as Energy Hubs: Scaling Up Programs from the Energy Efficiency Fund

The Energy Efficiency Fund presented updated support programs aimed at multi-apartment buildings and municipalities. These include:

  • modernization of heating and ventilation systems;

  • installation of individual heat substations;

  • comprehensive “smart” solutions to reduce energy consumption;

  • development of local energy plans.

The core focus is creating buildings that not only “consume less” but operate effectively during peak loads, ensure autonomy, and act as pillars of local resilience.

Economic Impact: Energy Efficiency as a Driver of Recovery

Speakers emphasized that investments in energy efficiency are not expenses but a multiplier of economic growth.
Every 1 hryvnia invested in building modernization generates 3–4 hryvnias of economic activity: jobs, demand for materials, and the development of new technologies.

The role of businesses was highlighted separately: modernization of production processes reduces costs, increases competitiveness, and meets EU market requirements for carbon footprint reduction.

Communities as Centers of Resilience: The Role of Local Government

Municipal representatives shared their experiences, noting that communities are becoming the main drivers of energy conservation.
Local decisions—energy management, building audits, renovations, network modernization—define whether a community can remain functional during crises.

Energy Efficiency Week 2025 served as a platform for sharing experiences, showcasing successful cases, and building partnerships between communities, businesses, and the state.

The conclusions are clear: energy efficiency is the foundation of a decentralized, secure, and renewable energy system that Global 100 RE Ukraine advocates for.
Every modernized building becomes a building block in the architecture of a country moving toward 100% renewable energy.

For the global community, this is a signal: Ukraine is not only recovering from destruction—it is rebuilding its energy system based on modern principles of resilience, efficiency, and clean energy.
