Spain Pairs New Capacity Market with Over €17 Billion in Planned Grid Investment

Spain is introducing a capacity market alongside a substantially enlarged grid investment programme, combining two instruments designed to keep its electricity system reliable as renewables expand.

The Ministry for Ecological Transition announced the market mechanism on September 16. Rather than rewarding only delivered electricity, the scheme pays generators and other providers for standing ready to supply power or reduce consumption when system operator Red Eléctrica requests it. Auctions will set contracts using two criteria: guaranteed capacity in megawatts and a price in euros per megawatt per year.

Eligibility rules tilt new investment firmly toward clean technologies. Only renewable energy projects, storage systems, and demand-response resources may participate as new entrants. Existing plants can compete but must stay below a 550-gram CO₂-per-kilowatt-hour emissions threshold. Contract durations differ by category: incumbent facilities may secure one-year agreements, new projects can obtain revenue certainty through contracts of up to 15 years, and demand-response resources qualify for terms ranging from one to ten years. The mechanism will be funded by consumers via differentiated tariffs, with peak-stress periods carrying higher charges.

The accompanying grid plan underwent significant revision after public consultations drew 2,566 submissions. The government raised the development budget by more than 30 percent above an initial €13.6 billion figure, bringing total planned spending to over over €17 billion by 2030 — a sum 144 percent higher than current investment levels. The updated programme includes 193 new substations, 6,706 kilometres of new lines, and modernisation of a further 8,164 kilometres of existing infrastructure. Grid connections for new demand in distribution networks are projected to grow 52 percent, reaching 300 units.
