09.06.2025Draft Law No. 13258: Parliamentary Committee Supports Amendments to the Energy Efficiency Law
The draft law No. 13258 on ESCO energy efficiency in Ukraine received support from the Verkhovna Rada Committee on Energy, Housing and Utilities Services. At its meeting on 4 June 2025, the Committee reviewed the draft law amending the Law of Ukraine “On Energy Efficiency” and recommended that the Parliament include it in the session agenda and adopt it as a basis in the first reading.
📌 Draft law No. 13258 aims to remove legal barriers that hinder the implementation of large-scale Energy Service Company (ESCO) projects — in particular, those based on solar power plants (SPPs) and water utility facilities. This initiative paves the way for the development of local-level energy efficiency, which is an important part of Ukraine’s sustainable energy transition strategy.
