Energy Resilience of Business: Nine Regional Projects for Ukraine’s Decarbonization

In October, the State Agency on Energy Efficiency approved nine regional energy projects across Ukraine — a decision that strengthens business energy independence and contributes to reducing greenhouse gas emissions.

Under this initiative, the Ukrainian Decarbonization Fund will finance the installation of a cogeneration plant, twelve solar power stations with storage systems, heat pumps, an EV charging station, and two building energy modernization projects. In total, these solutions will help reduce annual emissions by more than 4,288 tons of CO₂.

Recovery, Efficiency, and Security

📍Ternopil. After missile damage in June 2025, an enterprise will receive a new engineering system: 0.28 MW heat pumps, a 0.28 MW solar plant with 1 MWh storage, and an EV charging station. Building insulation and window replacement are also planned — 105.6 t CO₂/year reduction.

📍Zhytomyr. A cogeneration unit RSE 4500 will ensure uninterrupted energy supply for a fruit and berry processing company, with surplus energy fed into the grid — 1,850 t CO₂/year.

📍Kyiv region. Five solar systems totaling 0.147 MW with 0.061 MW storage for a network of gas stations and car washes — 48.9 t CO₂/year reduction.

📍Dnipro. A 1.2 MW solar plant with 5 MWh storage for a meat-processing plant will reduce energy costs and increase resilience — 381.1 t CO₂/year.

📍Mykolaiv region. Rooftop solar PV 0.05 MW with 0.07 MWh storage — 12.16 t CO₂/year.

📍Zaporizhzhia. A 0.85 MW solar installation with 1 MWh storage will power city drainage pumps and public infrastructure — 339.36 t CO₂/year.

📍Ivano-Frankivsk region. Modernization of an industrial-office complex: 0.252 MW solar + storage and roof insulation (2,109 m²) — 96.6 t CO₂/year.

📍Zakarpattia. The largest project — a 3.8 MW solar power plant with 6.9 MWh storage to stabilize the national energy grid — 1,437 t CO₂/year.

📍Lutsk. The Fund’s first project for an HOA: facade insulation, roof waterproofing and thermal insulation, and door replacement — 17 t CO₂/year.

Business Recovery as Part of the Energy Transition

These nine cases show that decarbonization is not only about climate — it’s about economic resilience. Enterprises are becoming energy-autonomous, cutting costs, and creating local energy hubs that strengthen regional systems.

The Ukrainian Decarbonization Fund acts as a financial catalyst, offering preferential loans, factoring, and leasing to accelerate renewable energy and efficiency projects.
