
UABIO and the Ministry of Agrarian Policy Sign Memorandum of Cooperation
25.06.2025On June 25, 2025, the Bioenergy Association of Ukraine (UABIO) held a working meeting with the Minister of Agrarian Policy and Food of Ukraine, Vitalii Koval, at the Ministry’s premises.
The discussion focused on the current state and challenges in the development of the biogas and biomethane sectors, as well as existing barriers and ways to overcome them. A key priority is strengthening Ukrainian market players and ensuring institutional support.
As part of the meeting, a Memorandum of Cooperation was signed between the Ministry of Agrarian Policy and Food of Ukraine and UABIO.

Our cooperation must eliminate these obstacles. We are ready to address the matters within our domain and assist with coordination. Participants who joined online included: Serhii Savchuk (VITAGRO), Maksym Sysoiev (Dentons), Dawid Siudek (ORLEN), Oleh Riabov (Hals Agro), Adomas Audickas (MHP), Volodymyr Pylypiv (SMILAENERGOPROMTRANS), Serhii Sytnikov (Vogelsang GmbH), Yurii Matveiev (UABIO), Semen Drahniev (SEC Biomass), and Anna Pastukh (UABIO).

- 85 biogas plants with a total installed capacity of 140 MW (electricity)
- 4 biomethane plants producing 41 million m³ annually
- 33,400 km of gas grid available for project connection
- Ukraine has already begun exporting biomethane to the EU
- Biomethane production potential by 2050 — 21.8 billion m³/year, which could cover up to 20% of EU demand
Key challenges identified include:
- Tax-related barriers
- Technical issues with grid connection
- Regulatory and market limitations
- Lack of institutional support
In addition to Georgii Geletukha, speakers included Kostiantyn Bohatov, Vitalii Kryvytskyi, Vitalii Holovnia, Oleh Riabov, and Danylo Pavlychenko. The discussion addressed each challenge in detail and outlined possible next steps for the sector’s advancement.
