NEURC approves repayment of “green” energy debts from dispatching savings

The NEURC has settled the issue of repayment of debts in the balancing market and to renewable energy sources, including domestic solar power plants, from the funds saved by NPC Ukrenergo on dispatching in 2023 in the amount of UAH 10.7 billion,

According to Energoreforma, the relevant Resolution No. 250 of February 25, 2025 on amendments to Resolution No. 1143 of June 19, 2024 was published on the NEURC website.

By December 31, 2025, Ukrenergo must ensure that the “excess” UAH 10,699,661.69 thousand (excluding VAT) is used to pay off debts on the balancing market, to the SE Guaranteed Buyer for settlements with industrial RES and to the owners of domestic solar power plants in the proportion of 45%/45%/10%.

Prior to the amendments, Resolution No. 1143 provided for a downward revision of the NPC’s dispatching tariff in 2026-2027, taking into account savings of UAH 10.7 billion. Therefore, it had to be brought in line with Law No. 4213-IX of January 14, 2025, which provided for the allocation of the savings in both 2023 and 2024 to Ukrenergo’s debts. The amount of savings in 2024 will be determined after the company is inspected by the regulator.

According to Serhiy Ruchko, a board member of the Solar Energy Association of Ukraine, UAH 1.07 billion to be allocated to SPPs out of the determined amount of UAH 10.7 billion in savings by Ukrenergo will allow to cover about a third of the accumulated debts to the prosumers. The savings for 2024 are expected to amount to about UAH 300 million for the SPPs.
