

The first floating SPP in Ukraine is about to be built in Zhytomyr
16.04.2025In 2025-2026, the municipal institution ‘City Development Agency’ of the Zhytomyr City Council plans to develop design and estimate documentation for the construction of a floating solar power plant on the Teteriv River in Zhytomyr, Property Times reports.
There are no floating SPPs in Ukraine yet, so Zhytomyr may be the first to implement such a project. Its estimated cost is €36 million.
The idea of a floating solar power plant on the Teteriv River was first publicly presented at the international exhibition and conference REBUILD UKRAINE 2023, which took place in February 2023 in Warsaw, Poland.
According to Borys Pakholyuk, director of the City Development Agency of the Zhytomyr City Council, the project was developed after analysing global experience in the construction and operation of similar facilities.
‘During 2025-2026, within the framework of the Ukraine towards Carbon Neutrality (U_CAN) project, the municipal institution ‘City Development Agency’ of the Zhytomyr City Council plans to develop design and estimate documentation for the construction of a floating solar power plant on the Teteriv River in Zhytomyr with a capacity of up to 10 kW, as well as a roadmap for its construction. The construction of the power plant is planned to be completed in 2026-2027,’ Pakholyuk said.
He also noted that the developed and implemented engineering solutions and roadmap should become the basis for further scaling of the project in 2027-2030.

The main challenge in implementation is to determine the optimal technical solution and obtain permits.
The project will be developed with grant funds under the aforementioned U_CAN, funded by the European Executive Agency for Climate, Infrastructure and Environment (CINEA), acting on behalf of the European Union.
