Ukrainian Communities Strengthen Energy Efficiency: A Systemic Move Toward Climate Resilience

Ukraine is entering a practical phase of its energy transition policy, with local communities playing a key role in this process. According to Hanna Zamazieieva, Head of the State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE), local governments have significantly intensified their work in energy efficiency — one of the priorities of the National Energy and Climate Plan (NECP).

“I hope for diligence and further acceleration in this area, as Ukraine has clear commitments to the EU. We see varying levels of activity among communities: some are just starting, while others are already showing leadership. For example, Rivne became the first city in Ukraine to receive a grant for the NetZeroCities environmental project,” Zamazieieva emphasized.

🔋 Energy Efficiency as a Foundation for Local Resilience

Since March 2025, Ukraine has been operating the National Database of Energy and Operational Characteristics of Buildings. Government institutions, businesses, and public organizations are gradually adding data to it. By the end of 2026, the database will cover all major public and municipal buildings, creating a unified digital tool for tracking energy consumption.

In the field of building certification, more than 23,000 energy certificates have already been registered — most of them in Lviv and Kyiv regions — marking an important step toward transparency and alignment with European energy standards.

🏢 Energy Management Systems — the New Standard

According to SAEE, 59 government institutions are implementing energy management systems covering over 13,000 buildings.
Among them, more than 9,000 already have operational systems, while 8,000 buildings are under continuous energy monitoring.
Additionally, 20 regional military administrations have provided data on more than 17,000 buildings, of which 12,000 already have active energy management systems.

“Further progress is impossible without adopting local energy plans. Only a comprehensive approach can ensure systematic energy management and real resource savings,” Zamazieieva stressed.

A dialogue held at the Kyiv School of Economics confirmed that Ukrainian communities are ready not only to adapt to European climate policies but also to set their own examples of efficiency.
Local leaders, experts, and policymakers emphasized that energy efficiency is not only about savings — it is about energy independence, security, and sustainability.
