UWEA calls on MPs to facilitate the import of wind power equipment to Ukraine

The day before, a group of MPs registered draft law No. 11455, which aims to stimulate the rapid restoration of Ukraine’s energy infrastructure by introducing short-term stimulating customs benefits for the import of energy equipment into the customs territory of Ukraine.

According to a statement by the Ukrainian Wind Energy Association, the draft law complements the recently adopted laws No. 3853-IX and 3854-IX on temporary exemption from import duty and VAT on the import of certain energy equipment into Ukraine. Specifically, it proposes to provide the same customs incentives for the import of wind power equipment into Ukraine.

In particular, the draft law proposes to supplement Art. 936 of the Final and Transitional Provisions of the Customs Code of Ukraine with the code 8502 31 00 00 (Electric generating sets and rotating electric converters: – other electric generating sets: – wind power). This code is used to import to Ukraine complete equipment for the construction of large and small wind power plants: wind energy converters – wind turbines consisting of a tower, nacelle, hub, blades, power module, control system, set of lights for light fencing, etc.

“The UWEA calls on the Parliament of Ukraine to consider and adopt the registered Draft Law No. 11455 as a whole in the near future and, thereby, improve the above-mentioned laws in terms of the wind energy sector as well. This will accelerate the import of wind power equipment to Ukraine and, in general, the construction of new wind farms, which to some extent can compensate for the existing generation losses in the power system due to military operations,” the UWEA said in a statement.

The Association adds that the adoption of the draft law will also provide an incentive to increase the capacity of small and medium-sized distributed wind generation, in particular for the needs of households, small and medium-sized businesses. This is in line with the state’s declarations on the development of decentralized energy in the country.
