Three Ukrainian Communities Map Biogas Potential, Eye Joint 9.8 M EUR Plant

Three communities in western Ukraine are exploring biogas production as a dual answer to waste management and local energy needs, with a joint application now on the table for a facility worth 9.8 million euros.

The initiative was discussed at a pilot project final conference organised with UABIO participation on 7 October, bringing together Truskavets, Boryslav, and Drohobych. Their combined theoretical ceiling reaches roughly 9 million standard cubic metres of biogas per year — though experts caution that figure represents the sum of alternative projects, not the output of a single installation, since feedstock streams are geographically dispersed across the three municipalities.

“Waste doesn’t know administrative borders,” said Oleksandr Tkachenko, acting mayor of Truskavets. “We are literally walking on what could generate energy and additional benefits for our communities.”

For a municipal solid waste project to become financially viable, several conditions must align: a functioning separate-collection system, a guaranteed heat buyer, a processing fee of around 280,000 euros per year, and access to affordable financing. Market pricing shapes the agricultural side as well: an agri-cluster rated at 1.55 MW electrical reaches a positive net present value at day-ahead electricity prices of 6,500 UAH per MWh.

The joint application, with Boryslav city council as lead applicant, proposes a biogas plant of up to 0.75 MW and a total budget of 9.8 million euros.
