“Catalog of Critical Technologies: A New Tool for Ukraine’s Energy Resilience”
24.09.2025Ukraine Continues to Adapt Its Energy System to the Conditions of War and Modern Challenges
The Ministry of Energy has presented an updated edition of the Catalog of Critical Technologies for the Energy Sector, prepared with the support of the Ukrainian-Danish Energy Partnership Program (UDEPP). The first version was published in February 2024, and the document has now been significantly expanded and improved.
What the Catalog Includes
The catalog is a structured list of energy generation technologies most relevant for Ukraine. Its purpose is to help the state, communities, businesses, and investors set priorities for rebuilding and developing the energy sector. It covers solutions for both electricity and heat production, including:
-
gas power plants,
-
biogas facilities,
-
solar and wind power plants,
-
biomass-based cogeneration,
-
hydropower,
-
energy storage systems.
The catalog provides verified data on winter capacity, speed of deployment, technology resilience, and the cost of electricity during the first two years of operation.
What’s New in the Second Edition
Unlike the first version, the updated catalog introduces another important criterion — time to restore operations after damage. This is critically important under constant attacks on Ukraine’s energy infrastructure. The document also includes new sections describing initiatives that can accelerate the deployment of solutions and strengthen system resilience. The assessment methodology has been updated through consultations with Ukrainian, Danish, and international experts.
Why the Catalog Matters
The document is designed to align the actions of all market participants — from government and companies to international partners and donors. It will help plan projects more effectively, optimize investments, attract support, and ensure stability of energy supply.
In today’s conditions, the catalog is not just a reference tool but also a strategic instrument for rebuilding and strengthening Ukraine’s energy security. It helps form a comprehensive vision for the sector’s development, focusing on renewables, decentralization, and modern solutions capable of withstanding wartime threats.
