European Solar Industry Calls on the EU for a Solar Manufacturing Action Plan

On September 23, 2025, SolarPower Europe, together with the Fraunhofer Institute for Solar Energy Systems (ISE), presented a report showing that Europe can revive competitive solar manufacturing — if it acts decisively and systematically.

With the right policy support, the cost gap between modules compliant with the Net-Zero Industry Act (NZIA) and imports from China can be reduced to less than 10%. This opens the door to creating up to 2,700 jobs and generating €66.4 million in annual tax revenues for every 1 GW/year of production.

💬 Walburga Hemetsberger, CEO of SolarPower Europe:
“Europe can achieve 30 GW of solar manufacturing by 2030, creating thousands of local jobs and keeping economic value at home. But action is needed now.”

🔑 Key recommendations of the report:

  • Establish an EU-wide output-based support scheme for solar module manufacturing, combining grants, loans, and risk-reduction tools to cover CAPEX and OPEX.

  • Introduce Made-in-EU bonuses in rooftop PV support programs and public procurement.

  • Ensure factories operate at 3–5 GW capacity for effective implementation of the plan.

The Ukrainian Solar Energy Association (ASEU), a member of SolarPower Europe, supports this call.
