“GrinDIM” Relaunched: Condominium Associations Can Again Apply for Grants for Solar PV, Storage, Generators, and Heat Pumps
The Energy Efficiency Fund of Ukraine has officially reopened applications for the updated “GrinDIM” program — a practical tool that helps multi-apartment buildings strengthen energy resilience and reduce dependence on blackouts. (eefund.org.ua)
The relaunch responds to wartime realities: buildings need their own backup and autonomous power sources to keep critical in-building systems running and cover common-area needs. This focus is reflected in the new program wording. (eefund.org.ua)
Who can apply
Eligible beneficiaries include:
-
Condominium associations (OSBB) established and operating under Ukrainian law;
-
Housing construction cooperatives (HCC / ZhBK) representing co-owners of multi-apartment buildings. (eefund.org.ua)
The program is implemented in Ukraine excluding temporarily occupied territories and areas of active hostilities, as well as other legally restricted zones. (eefund.org.ua)
Important limitation: an OSBB/ZhBK cannot receive GrinDIM support if it already obtained financing from other targeted state programs for the same equipment and materials. (eefund.org.ua)
What equipment is supported
GrinDIM provides partial reimbursement for the cost of eligible equipment and materials, including: (eefund.org.ua)
-
Solar PV plants (SPP / PV)
-
Energy storage systems (ESS)
-
Diesel, gasoline, and gas generators
-
Heat pumps (ground/water/air)
-
Additional materials as required by the technical rules. (eefund.org.ua)
The program’s design is clearly centered on financing equipment/materials; expenditures for works/services are not covered unless included in the eligible list defined by the program. (eefund.org.ua)
How much is reimbursed: rates and grant caps
The updated program sets the following reimbursement shares: (eefund.org.ua)
-
70% of eligible costs for solar PV
-
70% of eligible costs for a heat pump
-
70% of eligible costs for an energy storage system (ESS)
-
50% of eligible costs for a generator
Grant ceilings (“caps”) are: (eefund.org.ua)
-
Generator: up to UAH 1 million
-
Solar PV: up to UAH 2 million for buildings with an area below 8,000 m², or up to UAH 4 million for buildings above 8,001 m²
-
ESS: up to UAH 2 million for buildings below 8,000 m², or up to UAH 4 million for buildings above 8,001 m²
-
Heat pump: up to UAH 2 million
These key numbers are also highlighted in the Fund’s announcement on reopening the application window. (eefund.org.ua)
Preferential loan to cover the co-financing share
To help beneficiaries cover their own contribution, the program allows access to a preferential loan, including 0% for the first year, with the possibility of preferential financing for up to three years. (eefund.org.ua)
Program budget at launch
At this stage, UAH 100 million has been allocated for the program’s implementation. (eefund.org.ua)
What was simplified in the relaunch
In its public communication, the Fund emphasizes several practical changes:
-
the mandatory energy certification requirement was removed;
-
application submission was simplified — a decision by the general meeting or the board (depending on the charter) is sufficient;
-
projects can cover not only full PV solutions but also components for storage systems;
-
the program now explicitly includes the option to install generators. (facebook.com)
How to apply: process logic and what not to miss
The high-level application flow is: decision by co-owners → application submission → funding reservation → implementation → verification → grant payment. (eefund.org.ua)
In the program document, this is formalized via two key submissions: (eefund.org.ua)
1) Application No. 1 (for grant approval)
Submission of the application form and supporting documents to the Fund; opening an account with a partner bank if required; waiting for the decision on approval. (eefund.org.ua)
2) Application No. 2 (upon completion)
Submitted after installation/implementation, with documentary proof required for verification and subsequent payment. (eefund.org.ua)
Special note on generator projects
A generator project must be submitted via a separate application, but the program allows parallel participation through two applications (e.g., PV/ESS plus a generator), provided each application package is complete and compliant. (eefund.org.ua)
Implementation deadlines
-
For PV/ESS/heat pump projects: 6 months from the joining date (with the possibility to request an extension with justification).
-
For generator projects: 3 months with no extension possibility. (eefund.org.ua)
Practical tips for OSBBs: how to speed up review and funding reservation
The Fund explicitly notes that a well-prepared document package leads to faster review and quicker reservation of funds. (eefund.org.ua)
In practice, this typically means:
-
Governance decision fully aligned with the building charter (general meeting vs board), with clear wording and proper minutes.
-
Technical clarity: what exactly is being purchased/installed (PV/ESS/generator/heat pump), in what configuration, and what building needs it covers (pumping, lighting, IHS/boiler room, elevators, communication, etc.).
-
Consistency of documentation: offers/invoices/delivery notes with matching equipment names, models, and serial numbers, and complete equipment passports/manuals as required. (eefund.org.ua)
-
Timeline realism: generator projects have only 3 months — suppliers/contractors must be able to deliver and commission quickly. (eefund.org.ua)
-
Financing readiness: if co-financing is expected via a loan, align the bank process early to avoid delays after funds are reserved.
Why it matters now: the resilience context
Ukraine’s power system continues to operate under sustained pressure. For multi-apartment buildings, the practical implication is straightforward: even with district heating or centralized water supply, critical internal nodes (pump groups, IHS, dispatching, emergency lighting, communication) become vulnerable without electricity. This is why GrinDIM focuses on backup/autonomous power and supports both “clean” solutions (PV + storage) and reserve capacity (generators), as well as heat pumps. (eefund.org.ua)
