Trump Import Curbs on Chinese Grid Hardware Put U.S. Energy Storage Build-Out at Risk

A White House executive order designed to protect the power grid from foreign-manufactured components could slow the United States’ own clean-energy expansion, according to industry analysts.

Signed on August 26, the order restricts procurement of overseas-made equipment used in high-voltage systems at 69 kilovolts and above. The restrictions cover power-conversion hardware, high-capacity transformers, and utility-scale storage units — three categories where Chinese manufacturers dominate global supply. The measure targets 24 countries and applies to contracts signed after August 26, 2026, taking effect only if the Department of Energy formally identifies unacceptable risk tied to cybersecurity vulnerabilities, sabotage potential, or unauthorized remote-access capability.

The storage sector faces particularly acute exposure. China’s five largest producers account for 39 percent of global capacity and offer end-to-end vertically integrated supply chains, from cell fabrication through complete system assembly. Analysts note that high-voltage transformer inputs remain primarily sourced from China through at least 2028, meaning new procurement could stall almost immediately under the new rules.

Three near-term industry consequences have emerged:

• A halt on new orders for heavy-duty transformers, since domestic supply cannot cover demand until well past 2028;
• A strategic pivot by leading Chinese suppliers toward Eastern Europe, South America, and India;
• Higher costs and scheduling delays on grid-balancing projects that rely on competitively priced imported equipment.

The situation is structurally asymmetric: American developers will face a constrained and costlier domestic supply chain while the rest of the world continues to access competitive global pricing. Whether credible homegrown alternatives can scale up before the restrictions reach full force remains an open question.
