DFC Approves $185M for Ukraine Battery Storage Project

The US International Development Finance Corporation (DFC) has approved financing of up to $185 million for a large-scale battery energy storage system in Ukraine, covering six installation sites across the country.

The system will deliver 200 MW of capacity and 400 MWh of storage, developed jointly by Ukrainian energy company DTEK and American firm Fluence. According to DFC, the installation will be capable of supplying electricity to 600,000 households for two hours. DTEK described the agreement as the largest DFC credit deal in Ukraine’s energy sector since the start of the full-scale invasion.

The DFC board — which includes Secretary of State Marco Rubio and Treasury Secretary Scott Bessent — approved the energy financing on September 16 as part of a broader support package for Ukraine. On the same day, the board approved up to $350 million for Vodafone Ukraine to upgrade its telecommunications infrastructure and develop a secure 5G network, a resource that American companies operating in Ukraine will also be able to access.

DFC is a partner in the American-Ukrainian Reconstruction Investment Fund (URIF). The fund’s first deal, completed in March 2026, was an investment in Ukrainian technology company Sine Engineering.
