When a community implements isolated energy solutions without a single strategic vision, the result may resemble the piecemeal thermal insulation of a building: different solutions exist side by side, yet fail to form a cohesive system.

A Municipal Energy Plan (MEP) makes it possible to integrate separate projects into a systemic approach toward community energy development, independence, and resilience.

That is why green transformation is not a set of individual solutions, but a consistent progression guided by a shared energy strategy.
