INTERVIEW: How the War Forced Zhytomyr to Completely Overhaul Its Energy Strategy

Prior to the full-scale war, Zhytomyr focused primarily on energy conservation and energy efficiency. The war forced the city to fundamentally rethink its approach to energy resilience.

Serhiy Kondratyuk, Deputy Mayor of Zhytomyr, discusses this shift in a new episode of 100GREEN.

Previously, municipal programs were aimed mainly at reducing natural gas and electricity consumption, thermal modernization, and improving energy efficiency. However, attacks—first on military facilities and later on civilians and critical infrastructure—demonstrated that the city needed to look beyond resource conservation and prioritize the resilience and autonomy of its energy system.

This fundamental shift in approach now shapes Zhytomyr’s new energy priorities.
