Rome’s national environment and energy authority — MASE — has signed off on eight unified construction permits covering more than 1.7 gigawatts of battery energy storage systems. Combined with 954 MW authorized in early October, the country’s total approved battery capacity for the month now approaches 2.7 GW.

Four of the eight newly permitted projects are concentrated in the southern region of Puglia, together accounting for roughly 1.3 GW. The standout development is a 1,000 MW electrochemical facility in Brindisi — cleared under decree 298/2026 — comprising 460 BESS units with a planned twelve-month construction schedule. Three smaller Puglia projects also received approval: Grottaglie Solar BESS (95.76 MW in Grottaglie, Taranto province, decree 297/2026, with a projected 31-month construction period), Greenvolt (99.9 MW in Copertino), and ACL Energy (116 MW near Bari).

The remaining permits were distributed across Campania, Lazio, and Sardinia. Energy Total Capital’s subsidiary obtained clearance for a 51 MW facility in Santa Maria Capua Vetere, Campania (decree 299/2026). Starlight Energy’s NPD Italia II secured 70 MW in Civitavecchia near Rome (decree 300/2026), with a 13-month construction period. In Sardinia, BayWa r.e.’s local unit Viola Rinnovabili won a permit for 55 MW across the communes of Borore and Macomer (decree 302/2026), while a separate island project adds another 250 MW to the national tally.
