Spain Opens Consultations on 11 GW Grid Allocation for Renewables and Storage

Spain’s Ministry of Ecological Transition (MITECO) has launched a two-week public consultation on how to distribute up to 11 gigawatts of grid capacity earmarked for renewable energy and storage projects in just transition zones.

The proposed framework splits the quota between two tracks. Fifteen designated nodes — spread across northern and southern Spanish provinces — would operate under a simplified first-come-first-served procedure, with applicants required to meet socio-economic commitments and environmental conditions. Two nodes, Guardo and Velilla, would instead enter a competitive tender scored on the same criteria; both locations have attracted particular interest from pumped hydro developers.

The capacity round arrives alongside a dense package of parallel support measures. Spain’s RENOINN 2 programme has already committed €433 million to 524 hybrid generation-and-storage facilities, covering a combined 1.22 GW of solar and 2.3 GWh of storage capacity. In July 2026, the RENOVAL 2 scheme channelled more than €160 million to 40 clean industry projects, while a separate €355 million initiative is backing domestic manufacturing of solar panels, batteries, and storage systems. The government has also announced a national capacity market that would compensate generation and storage assets for controllability and grid flexibility.

An August proposal adds a further condition: new data centres drawing more than one megawatt would be required to pair each megawatt of demand with an equivalent amount of newly built renewable capacity.

MITECO’s consultation closes on 8 October, after which authorities will move to draft the formal regulatory framework.
