Ukraine Separates Biomethane Volume Reporting from Sustainability Proof in Registry Overhaul
Ukraine has overhauled the operating procedures for its state biomethane registry, with the Cabinet of Ministers adopting Resolution No. 1242 on 7 October 2026. The new rules take effect three months after the document’s official publication.
The central change is a formal separation between physical gas volumes and the legal proof of their ecological sustainability. Producers will now submit data through two distinct sequential steps rather than a combined submission.
In the first step, companies must upload a scan of the fuel acceptance-transfer act — drawn up jointly with the gas transmission or distribution network operator — to the state registry between the 7th and 10th of each month. No sustainability document is required at this stage, which simplifies the initial recording of gas volumes immediately after injection into the network.
The Proof of Sustainability (PoS) document is submitted separately, within ten working days of the date it is formally completed. Until that PoS entry is recorded, the producer faces a strict ban on guarantee-of-origin transactions: the company may not transfer the guarantee to a buyer, redeem it, or use it to confirm a fuel export.
The government also simplified the processing of foreign sustainability documents. All subsequent guarantee-of-origin operations in the registry remain restricted to volumes that have received official documentary confirmation of meeting sustainability criteria.
