Ukraine’s GreenDIM Program Offers Homeowner Associations Up to 7 Million Hryvnias for Clean Energy Upgrades

Ukrainian homeowner associations can receive state grants covering up to 70 percent of their clean energy investment costs under the GreenDIM program administered by the Energy Efficiency Fund, with combined payouts reaching as high as seven million hryvnias per building.

The program is open exclusively to officially registered homeowners associations and housing cooperatives throughout Ukraine, except in temporarily occupied territories, active combat zones, and other localities excluded under Fund rules. Individual apartment owners are not eligible to apply.

Eligible upgrades and their reimbursement ceilings are:

  • Generators: 50% of cost, up to one million hryvnias
  • Solar power stations or battery storage: 70% of cost, up to two million hryvnias for buildings under 8,000 square metres, or up to four million hryvnias for larger buildings
  • Heat pumps: 70% of cost, up to two million hryvnias regardless of building size

Because the Fund pays out only after installation is completed and documentation verified, associations must arrange upfront financing themselves. As an illustration, a one-million-hryvnia solar installation would yield a 700,000-hryvnia reimbursement, with residents responsible for the remaining 300,000 — covered through the association’s own funds or credit.

Applicants submit a meeting protocol, building area data, and — if solar panels are planned — a roof reliability assessment to doc@eefund.org.ua. The Fund reviews submissions within five days.
