Vinnytsia Homeowners’ Association Approved for Interest-Free City Loan to Upgrade Heating System
A third Vinnytsia homeowners’ association has been approved for a zero-interest loan from the city’s Revolving Fund, following a commission review on 2 October. The association, ОСББ “Vasyl Poryk 14,” will receive up to 500,000 hryvnias, repayable within 365 days, to finance energy efficiency work ahead of the heating season.
The funds are earmarked for modernising the building’s heat supply system — in particular, a comprehensive replacement of shut-off valves.
The Revolving Fund was created to support co-owners of apartment buildings in financing energy efficiency measures. Eligible works under the programme include:
- Comprehensive thermal insulation
- Modernisation of individual heating substations and in-building systems
- Installation of renewable energy equipment
Victoria Yavorovenko, head of the energy management unit at Vinnytsia city council’s restoration and development department, noted that the loan is provided on a repayable basis with no interest charged and no other fees for the use of funds. She described this as the instrument’s key advantage, saying it allows associations to access the financing needed for heating season preparation and for sustained reductions in their buildings’ energy consumption.
