Wind Farm Delivers Budget Windfall to Zakarpattia Community
A wind energy project in Ukraine’s Zakarpattia region has channelled more than 20 million hryvnias into the budget of Nyzhniy Vorota territorial community — a figure that matches the community’s entire annual budget from just five years ago.
The first turbine began operating within the community’s territory in August 2024. Under a social partnership agreement, Wind Parks of Ukraine directs 3% of electricity sales revenue straight into the local budget. That flow of income is ongoing rather than a one-time transfer: the 20-million-hryvnia total has accumulated over roughly two years of generation. For context, the community’s full budget stood at 20.85 million hryvnias in 2021; by 2026, projections point to 51.78 million hryvnias.
Tax revenues have moved in step with the broader fiscal improvement. Personal income tax and the unified tax have more than doubled, while land fees have grown nearly fivefold.
The reliable additional income has let local authorities take on more ambitious infrastructure work. More than seven kilometres of roads have been repaired across six villages in the community: Nyzhniy Vorota, Verbyazh, Zavadka, Rostoky, Latirka and Bilasovytsia.
