Ukraine’s DTEK VDE, the Poltava State Agrarian University, and the regional military administration have signed a trilateral memorandum aimed at establishing a renewable energy research and training laboratory tied to the company’s planned 650 MW wind farm in the Poltava region.

Under the agreement, students will have access to a dedicated space for studying renewable generation assets, taking measurements, and analysing technological data. The facility is set to launch with a focus on solar power plants and energy storage systems, with wind energy research equipment to be added in a subsequent phase.

DTEK VDE specialists will run practical sessions, seminars and guest lectures, bringing industry experience into students’ practical training. CEO Oleksandr Selishchev underscored the value of training skilled professionals directly in the region where the project will be deployed, with the parties also intending to engage local specialists at the future power station.

The memorandum extends beyond education to include environmental and social initiatives and joint engagement with local territorial communities. For DTEK VDE, the partnership continues a pattern of academic cooperation: a similar laboratory was opened together with Kyiv Polytechnic Institute in February 2025.

The document is, however, a framework agreement. It records intentions rather than binding obligations — no budget, laboratory opening date, wind farm construction timeline, or total investment figure is specified. The absence of financial and scheduling commitments means the agreement marks a starting point for collaboration rather than a concrete project plan.
