Europe’s 1,700 GW Grid Backlog Has a Cheaper Fix — Regulators Just Haven’t Used It

Roughly 1,700 gigawatts of renewable capacity sit waiting for grid connections across sixteen EU member states and the United Kingdom — a backlog more than six times Germany’s entire installed generation. Hybrid plants that pair wind and solar at a single connection point could absorb much of that queue without building new transmission lines, yet they account for only a sliver of Europe’s project pipeline.

The physics make a compelling case. Solar output peaks during daylight hours and summer months while wind tends to run hardest at night and in winter, meaning the two technologies naturally take turns on a shared line. Even pushing a connection point to 150 percent of rated capacity produces curtailment losses of around one percent. BayWa r.e. tested this in practice by bolting 22 MW of solar onto an existing German wind farm and recorded solar losses of under two percent.

Spain has gone furthest in clearing the path. A 2020 rule change lets developers modify an existing grid permit rather than rejoin the queue, halving both processing time and required financial guarantees. Yet even there, capacity figures tell a stark story: close to all of the 200 GW of available headroom is already allocated, with network operator REE placing the share above 99 percent.

Elsewhere, the barriers compound. Most countries still require separate permits for wind and solar, and European Commission guidance acknowledges that many member states offer no streamlined pathway for adding generation at an occupied connection point. Shared-connection deals frequently demand joint liability across different partners, which complicates project financing.

Market signals are pointing developers toward hybridisation regardless. Annual price-capture rates for European solar have fallen, and combining generation with battery storage can lift that capture price by around 30 percent — if developers can navigate the financial complexity of valuing each component separately.
